Well, I can't do more than trying to reproduce. Which I sadly neither can online nor locally. Without any proper error I have really no idea. The file itself follows the sitemap standard and is actually an xml file.

Besides the sitemap plugin is going to be reworked anyway. Then it will not be generated on the fly any more but on admin request on the backend.
