When I go to the control centre ... this message pops up and I don't even get to a log on screen.

This happened after deleting five picture folders. When I go to the website, the menu bar is missing and there is this message ...

Have you checked if that file does exist? If not, then somehow it was accidentally removed. If it does exist probably its file permissions do not allow Zenphoto to open it.
You can attempt a re-install of your release version. That should put back any files that were improperly deleted.
