I'm using zenphoto 1.4.5.9 and when I try to change group permissions I get the error "The form submission is incomplete. Perhaps the form size exceeds configured server or browser limits."
I figured maybe I had too many user records for the form so I tested on a website which only has 98 users, but it still happened.
Then I increased post_max_size in php.ini to 500M, restarted the server and it still happened.
Is there anything else I can try?

I think sadly the only way is probably to delete groups you don't use. It is just that the number of form elements to POST is exceeded on your server. If you are on a shared host the php.ini change might also not really work (= the server being "lying" about the change) as especially such memory related things are often limited.
