I made gallery - freeopengallery.com.

I erased all the user groups except for admins. Made a new one group - users.
Made in Overview panel - Admin - Groups - Users next changing:
Rights:
Albums - checked: View fullimage, Upload.
Gallery - checked: Post comments, Files.

But when i testing like new users, can't upload pictures - There are no albums to which you can upload.
I checked users plugins, all options. Program creating album for new users.
But nothing changed. New users can't upload files.

Is it mistakes in Overview panel setting? Or it's bug, error in soft?
How to fix it?

If your user has no full admin rights you need to assign him to one or more (toplevel) albums he should be able to manage, too: http://www.zenphoto.org/news/an-overview-of-zenphoto-users

I can confirm this when a new group is created.

Please try this:
In the register_user plugin options [b]un[/b]-check the [i]E-mail ID[/i] option.
When I un-check that the registered user has access to his [i]User album[/i]
