Hello,
When I am logged in and try to access theme options..nothing happens...
I'm using the default theme.

If you are running the standard 1.1.5 release you should try the nightly build. Very likely you have enabled the spamassassin spam filter which has an error in that release.
If not, check your CGI log to see what error is being reported.
