I'ave a structure of Main Albuma and sub album.
Is there a way I can push it to create bulk creation of albums from xmls or csv ?

Sorry. There is no such utility.

As you know the albums are file system based so you always need corresponding folders. Without your albums will be removed anyway.

Possible is nearly everything of course, just someone needs to code it first ;-)
