I don't exactly understand without the link example. But "is possible" is always the wrong question ;-) A lot is possible and just depends on your knowledge about html, css and some PHP. As above of course that is possible. Take a look at the Zenpage theme for an example. "Menu" depends of course of what type of menu. A standard automatic menu like the album menu (a plugin) or a custom menu (also a plugin). But the Zenpage theme has both examples. It also features support for the ZEnpage CMS plugin so it also provides automatic menus for news articlce categories and pages.
