I would like to create a photoblog where I can have pictures of people and they and others can comment on the photos. I am totally new to creating blogs so I would appreciate any assistance, thanks. Freddy

Just use one of the existing themes. I suggest to read the theming tutorial but without some knowledge of web techniques you won't get far.
