Depends on what you mean by social network. It might be better if you were to describe what you're hoping to accomplish with such a website, what you want it to be able to do.

I want my members to be able to upload there own photo files.

Second, why is it when I pull up my index.php (main page) I see a search box, Gallery & You can insert your Gallery description on the Admin Options Gallery tab?

You can insert the gallery description on the options or clear it. This is a note for your to be reminded of that.
