tests for mobile-friendly

I am trying to test my test site with https://search.google.com/test/mobile-friendly.
It allows to see if sites are saw as mobile-friendly by google.

It appears thats my site is not saw as mobile-friendly, even if it uses Bootstrap.
The result is wrong because some ressources can't be loaded as they are bloqued by the robot.txt file.
These ressources are css and js files of my theme, and in the standard robot.txt file, I can see Disallow: /themes/.

Can you explain why this folder is disallowed by default ?
Can I allow it with no problem ?

    It is disallowed by default because actually the theme folder itself does not need to be indexed by anyone. Since there are no real pages and thus no content in there, so it should not really affect SEO itself.

    Btw, just using Bootstrap or any else framework does not make a site mobile friendly at once. And don't forget Google currently forces its own proprietary HTML5 subset called amp…
