Hello, is there a way to upload HEIC files to zenphoto?

You can use the anyfile plugin to allow uploading them. But they will not behave like "images" as this (not widely used) format is not a general web image format supported for processing (cropping etc.) by the server side graphics librarys GD or Imagick. This is not a Zenphoto limitation.
