is there a way so that each registered user(not as admin) will be able to upload and edit photos but just the photos that he uploaded?

    You can assign upload and edit rights to each user for one or more specific albums.

    that's right.but if i'm assigning upload rights to user so he can upload to other albums too.
    what i want is that he will be able to create albums under his name and edit and upload only the albums that he created

    No, this user is only able to upload to that albums you have assigned to him.
