encoding problems

of course, i find articles about encoding

but i don't know where i add utf-8 meta tags.
please help me. i'm not english users. so my character broken. i don't know why not declared encoding utf-8.

i modified some files utf-8. but i don't know about PHP, so some can't modified. (especially all admin page. that causes problem)
