problem with encoding in new version...

hello

i have tested the two last version, and version 1.2.1 is okay. the problem is when i try to put comment,title,tag,... in different language (Persian) in 1.2.1 is okay and can be add to database and show correctly. but in the new version it can not be done. i used 1.2.1 and then i have upgraded it to 1.2 and now i cant put any other language for title,comments,tags,description...

i have tested this in clean install also and its same.

please tell me how can i fix this problem?
