Is there a feature or extension that allows all uploaded images to be moderated before they appear on the site?

No, since you must be an administrator to upload, that did not seem needed.

But you can use the schedule content utility (available in the nightly builds) to change the default for new images to unpublished. The same utility can be used to mass publish the images. But anyone who can upload the images will also be able to publish them.
