Admin With Overview Rights

Not sure if this is a bug or not.

If you give a 2nd Admin Overview rights, it seems they can access all albums, even though the album shows it's locked and that user hasn't been assigned access to the album on Options Tab. Using latest nightly build (4/6).

I wasn't able to create an account in the Trac system (given an error) so thought I'd post here.
