The 2nd is the normal case. It is a serialized string that stores the different language versions if you use the multilingual mode.
On old ZP versions single languags stored the title plain and only as serialized string if you use the multilingual mode. That had the side effect that on turning that off and re-saving an item the serialized string would have been deleted and you lost all translations.
Therefore it is now always a serialized string (for all fields that support multilingual usage)
