I am not sure if I understand what you mean. But sounds for me like a quite insecure way of uploading so we really don't plan something like that. The closest to "URL upload" is ftp upload.
But of course feel free to write the plugin you need.
On the upload tab when you click 'select files' you can paste in a URL location as opposed to a file location on your hard drive and it will 'grab' the file from the url. Works for the supported file types.
I may write something that will work for URL directories and such.
