Same options for comments

Latest nightly.

In admin -> options -> comments tab
and
in admin -> options -> plugin -> comment_form

I see several options which are the same.
Is this intentional or is it still "under construction" ;-)

Intentional. Seemed a good idea to put comment options all toghther. So any supplied by a comment handler plugin are also on the comment option tab. (The plugin must register a filter to get that.)

There is no actual duplication of options, just two places to access them.
