printAlbumMenu w/o Context Sensitive

I've been looking and can't quite figure out how to do what I'm doing. I'm building a menu that is persistant across the entire site, I want access to all subalbums and albums from anywhere w/ nested HTML. printAlbumMenu being context sensitive won't let me, but I can't figure out a way to turn jump into a non-dropdown. Is what I'm trying even possible?

I saw another post where @acrylian said to look in the theming docs. I'm sure it's there I just can't find it.
