I have uploaded a new file to the upload directory but it is only visible if logged in as admin! Usually I just upload to the UPLOAD directory and it populates.

I see 9 files that can be downloaded. Of course I don't know if a file is invisible ;-) You didn't give its name.

I do see 10 files for download included that one.

You use the html_static_cache plugin so probably you didn't clear it. So it you get the old page version until you either clear it manually or it outdates and updates itself. If you are logged in you never get cached pages.

Additionally your browser cache might play also tricks on you.
